DISCUSSION

The California Accountable Communities for Health Initiative (CACHI) was initiated in 2016 as a public-private partnership.  CACHI began offering grants, technical assistance, policy, learning, and evaluation to awarded Accountable Communities for Health (ACH) to address chronic illnesses and community conditions.  In 2018, the City of Long Beach (City) was designated as one of thirteen ACH accelerator sites to enhance health outcomes for children ages 0 to 8 years.  All Children Thrive Long Beach (ACT) was founded and subsequently expanded using the CACHI framework.

 

In the next phase of CACHI, the Health and Human Services Department's (Health Department) Racial and Health Equity Team (RHET) will serve as the backbone to increase equity throughout the health system, while elevating community input by establishing a Community Advisory Board (CAB).  The CAB will provide recommendations related to aligning priorities, services, and City-wide initiatives to meet the diverse health and wellness requirements of the City’s communities.  RHET consists of seven health equity specialists, focusing on Black, Cambodian, Filipino, Latinx, Native Hawaiian and Pacific Islander, and LGBTQIA2S+ communities.  Each member has extensive connections to the community and collaborates closely with community members and organizations to promote health equity.  RHET and the new CAB will both be essential ACH model strategies.  Together, the RHET and the new CAB will provide the infrastructure required to address disparities throughout the lifespan and serve as a catalyst for system-wide change among City departments and municipal partners.

 

Using CACHI's ACH model will continue to create consistent opportunities for programmatic and administrative quality improvement and will be used to inform and improve organizational practices for City Departments and community organizations engaged in health, wellness, and other social determinants of health, including Libraries, Parks and Recreation, Economic Development/Workforce, Finance/Procurement, and the Office of Equity in the City Manager's Office.  The CAB will develop a portfolio of interventions utilizing the RHET/CAB infrastructure and informed by Black, Cambodian, Filipino, Latinx, Native Hawaiian and Pacific Islander, and LGBTQIA2S+ focus groups for implementation recommendations.  The Health Department will be responsible for establishing a CAB that is community-focused, equity-driven, and representative of the community's diversity, and that will continue to address pervasive equity concerns while collaborating with the larger Long Beach system to drive changes in the City's general health.

TIMING CONSIDERATIONS

City Council action is requested on August 8, 2023, to continue to provide these services without interruption.

 

FISCAL IMPACT

The City will receive grant funding in an amount not to exceed $300,000 for the period of April 1, 2023 through December 31, 2025.  An appropriation increase is requested in the amount of $300,000 in the Health Fund Group in the Health and Human Services Department, offset by grant revenue.  Any indirect costs that might not ultimately be eligible for grant funds will be funded by the Health Operating Fund, General Fund, or other eligible funds.  There is no match or in-kind service mandate required.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
