TITLE

DISCUSSION
As a local health jurisdiction, the City of Long Beach Department of Health and Human Services (Health Department) continues to be significantly impacted by HIV/AIDS.  In response, the Health Department receives HIV/AIDS funding from the State of California Department of Health Care Services to enhance active and passive HIV/AIDS case surveillance, improve the timeliness, accuracy, and reliability of local HIV/AIDS case data, and investigate reported HIV/AIDS cases in order to establish an accurate mode of HIV transmission.  The Surveillance Program yields epidemiological data useful for policy and program development.  This data is particularly effective when appropriately analyzed and interpreted, combined with other relevant data, and widely disseminated.  Local and State planning work groups rely on and utilize the data for needed assessments and plans of action.  The State uses this data to assess prevention needs and to develop a statewide HIV prevention plan.  Also, AIDS case data serves as the basis for allocating federal funds to California under Title II of the Comprehensive AIDS Resources Emergency (CARE) Act and for the State's allocation of these funds to local consortia.  This funding will enhance our ability to track and compile HIV/AIDS case data.
 
This matter was reviewed by Deputy City Attorney Linda Vu on July 5, 2013 and by Budget Management Officer Victoria Bell on  July 17, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on August 6, 2013, as services have been provided under all of the programs related to the agreement since July 1, 2013; the City will be unable to recover any of the related costs until the agreement is approved.  Implementation of this contract was not possible in July 2013, due to delays at the State level.
 
FISCAL IMPACT
The State Department of Health Care Services will provide funding in the amount of $789,156 to provide HIV/AIDS Surveillance for three years, July 1, 2013 through June 30, 2016.  The award amount will be appropriated on an annual basis ($263,052 a year for FY 14, FY 15 and FY 16).  Sufficient appropriation is currently budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  Future years' appropriations will be allocated during the annual budget process.  There is no impact to the General Fund, no City match, and no net impact to jobs associated with the recommended action.
