TITLE
Recommendation to authorize City Manager, or designee, to execute a contract and all necessary amendments, including term extensions, between the City of Long Beach and the University of California Los Angeles to implement a Public Health Training and Education Academy at a cost of $757,000.  (Citywide)
 
DISCUSSION
On July 8, 2008, the City Council authorized the City Manager to execute a contract and all necessary amendments or term extensions with the City of Los Angeles to receive and expend Department of Homeland Security grant funding for the 2007 Urban Area Security Initiative (UASI) Grant.
 
One of the deliverables under this grant was to develop a Public Health Training and Education Academy (Academy). The Academy will be an all-inclusive program which provides training and continuing education to public health professionals and other first responder-based disciplines on a broad range of emergency/disaster related issues, as well as public health competency-based and leadership curriculum.
 
The Department of Health and Human Services (Health Department) issued a Request for Proposals (RFP) on December 24, 2007 in order to identify a responsible vendor to provide the Academy. A total of six potential vendors responded to the RFP, and after an extensive review, the University of California Los Angeles (UCLA), Center for Public Health and Disasters was determined to have the most qualified proposal.
 
UCLA presented the best proposal relative to our RFP. They are well-versed and experienced in the field of Public Health Emergencies, as well as in training and exercise development. They can provide an inclusive solution to our education needs, including a learning management system and on-line training solutions which present the best match for the diversity of our workforce.
 
This matter was reviewed by Deputy City Attorney Linda Trang on November 25, 2008 and by Budget Management Officer Victoria Bell on November 25, 2008.
 
TIMING CONSIDERATIONS
City Council action is requested on December 16, 2008 in order to be able to implement the project during the first quarter of 2009.
 
FISCAL IMPACT
The total amount of the project is $757,000. Funding is provided through 2007 Homeland Security and UASI funds which were appropriated as part of the original grant award approved by City Council on July 8, 2008. There is no request for appropriations, as all funding was appropriated at the time the original grant funding was approved by Council. There is no City match of funds required on this grant, and there is no impact to the General Fund.
