TITLE
Recommendation to adopt Specifications No. RFP DV-22-091 and award contracts to GPA Consulting, of El Segundo, CA, Historic Resources Group, LLC, of Pasadena, CA, Ostashay & Associates Consulting, of Long Beach, CA, Page & Turnbull, Inc., of Los Angeles, CA, Rincon Consultants, Inc., of Ventura, CA, and Wiss, Janney, Elstner Associates, Inc., of Northbrook, IL, for on-call historic preservation consulting services, in a total annual aggregate amount not to exceed $600,000, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contracts, including any necessary amendments. DISCUSSION
City Council approval is requested to enter into contracts with GPA Consulting, Historic Resources Group, LLC, Ostashay & Associates Consulting, Page & Turnbull, Inc., Rincon Consultants, Inc., and Wiss, Janney, Elstner Associates, Inc., for historic preservation consulting services on an as-needed basis. Services will include technical, architectural, design, historical guidance, and research.
The services provided through these contracts will assist the Development Services Department (Department) in maintaining the City of Long Beach’s (City) strong commitment to the preservation of its historic structures, heritage, and cultural resources through historic preservation initiatives and programs. The services support the program with Section 106 compliance for federally funded projects, compliance with the Secretary of the Interior’s Standards, development of regulatory frameworks, evaluation of architectural and culturally significant buildings and sites, historic resource surveys of neighborhoods, historic landmark designations, and preservation and maintenance plans for landmark buildings. The Department also works with the community to promote an understanding and appreciation of the City’s significant architectural, environmental, and cultural history, and resources.
The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on July 13, 2022, and 97 potential proposers specializing in professional, scientific, architectural and technical services, civil engineering, and construction were notified of the RFP opportunity. Of those proposers, 19 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the 6th floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority-owned, and women-owned business groups. There were 11 Proposals received by the RFP due date, August 9, 2022. Of those 11 proposers, one was a Minority-owned Business Enterprise (MBE), three were Women-owned Business Enterprises (WBEs), 10 were certified Small Business Enterprises (SBEs), and five were Long Beach vendors (Local). The selection committee determined that GPA Consulting (WBE, SBE), Historic Resources Group, LLC (WBE, SBE), Ostashay & Associates Consulting (WBE, Local), Page & Turnbull, Inc. (WBE, SBE), Rincon Consultants, Inc., and Wiss, Janney, Elstner Associates, Inc., were the most qualified firms to provide the services.
The selected firms demonstrate competence and experience in providing historic consulting services, including proficiency performing historic research specific to Long Beach. The six firms selected also represent a mix of local and national firms with expertise that meet the needs outlined in the RFP.
Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the Long Beach Buys platform to download RFP specifications. Through outreach, 47 Long Beach vendors were notified to submit proposals, of which 5 downloaded or submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on August 24, 2022, Purchasing Agent Michelle Wilson September 7, 2022, and by Revenue Management Officer Geraldine Alejo on September 13, 2022.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFP DV22-091 and award contracts concurrently is requested on October 4, 2022, to ensure the contracts are in place expeditiously.
FISCAL IMPACT
The total annual aggregate amount of the contracts will not exceed $600,000 for a period of two years, with the option to renew for three additional one-year periods. The authority requested by the Department is based on current projections and provides leeway in allocating authority to multiple vendors. Sufficient funds are appropriated in the Development Services Fund Group, General Grants Fund Group, and the Community Development Grants Fund Group in the Development Services Department. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The number of additional local jobs associated with this recommendation is unknown until as-needed services occur.
