DISCUSSION
On February 8, 2005, the City Council authorized the City Manager to execute agreements with the Long Beach'Unified School District (LBUSD) for operation of the Long Beach Winners Reaching Amazing Potential program (Long Beach WRAP). The Long Beach WRAP is an after school enrichment program provided through a collaboration between the City and LBUSD. LBUSD receives its funding for Long Beach WRAP from the State of California Department of Education 21st Century Community Learning Center grant program. The grant provides funds for program
staffing, supervision, and administrative support. There are currently approximately 44 WRAP centers being operated throughout the city.

On May 3, 2005, the City Council authorized the execution of first amendment to Agreement Nos. 29077 and 29078 to increase appropriations. On August 16, 2005, the City Council authorized the execution of first amendment to Agreement Nos. 29077 and 29078 and second amendment to Agreement Nos. 29045 and 29046 to increase appropriations.

Additional funds have been received to further support Long Beach WRAP. The funding enables the City to purchase supplies and equipment, and to provide staffing and supervision services necessary to continue the operations of this academically based program.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin and Budget Management Officer David Wodynski on June 12, 2006.

TIMING CONSIDERATIONS
City Council action is requested on June 20, 2006, to enable the appropriation increase prior to the close of LBUSD's fiscal year.

FISCAL IMPACT
The grant funding received from LBUSD covers the full cost of the program, including direct and indirect costs. In Fiscal Year 2005, the City began program operations with initial funding in the amount of $845,133 for Agreement Nos. 29045, 29046, 29077, and 29078. Subsequent to the initial funding, additional funds were received from LBUSD. On May 3, 2005, the City Council authorized the acceptance and appropriation of additional funds in the amount of $89,354. On August 16, 2005, City Council authorized the acceptance and appropriation of additional funds in the amount of $957,278. The additional $41 0,800 will increase the aggregate total of the agreements to $2,302,565. Since the $410,800 is currently unbudgeted, an appropriation increase is included in the recommended action and will be fully offset by reimbursements from LBUSD.
Attachment A provides the funding details of each agreement.
