Recommendation to authorize City Manager, or designee, to accept a total of $450,000 from California State Parks, through the Land and Water Conservation Fund, for the construction on the Pacific Electric Right-of-Way Greenbelt from Park Avenue to Ximeno Avenue; execute any documents necessary for the administration of the project; and

 

Increase appropriations in the Capital Projects Fund (CP) in the Public Works Department (PW) by $450,000, offset by grant revenue.  (District 3)

 

DISCUSSION

On February 3, 2015, the City Council authorized the City Manager, through the Department of Parks, Recreation and Marine (PRM), to apply for grant funding from California State Parks through the Federal Land and Water Conservation Fund (LWCF).  The LWCF provides competitive grant funding for the acquisition, development, and preservation of park land.

 

Recently, PRM was notified of the LWCF grant funding award in the amount of $450,000 for the construction of a 3.66-acre walking trail, including a trailhead and drought-tolerant landscaping (Project), on the Pacific Electric Right-of-Way Greenbelt from Park Avenue to Ximeno Avenue.  The LWCF grant requires that the City of Long Beach (City) provide one-to-one matching funds.

 

This matter was reviewed by Deputy City Attorney Robin Zur Schmiede on August 18, 2016 and by Budget Analysis Officer Rhutu Amin Gharib on September 1, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on September 20, 2016, to allow timely execution of the grant contract.

 

FISCAL IMPACT

The total Project cost is estimated at $900,000 for construction and Project support, of which $450,000 will be reimbursed with LWCF grant revenue.  The grant requires a City match of $450,000 that will be paid with $69,333 from Third District FY 14 non-recurring infrastructure funds, and $300,000 from the previously-awarded Proposition A Competitive Excess grant funds from the Los Angeles County Regional Park and Open Space District (RPOSD).  Both funding sources are currently budgeted in the Capital Projects Fund (CP) in the Public Works Department (PW).  The remaining $80,667 match requirement will be paid using the Los Angeles County Fourth Supervisorial District Excess Funds Program, available in October 2016, through the RPOSD.  The Excess Funds Program was not included in the FY 17 Capital Improvement Plan (CIP) and, therefore, a future City Council item is planned in early October to request an appropriation increase for this grant. 

 

An appropriation increase in the amount of $450,000 for the LWCF grant is requested in the Capital Projects Fund (CP) in the Public Works Department (PW), offset by reimbursement grant revenue. 

 

Any indirect expenses, if incurred, are not eligible for grant reimbursement or for use as matching funds.  These expenses, if any, will be funded with Park and Recreation Facilities Fee revenue accruing in the Capital Projects Fund (CP).  The Project is included in the Park and Recreation Facilities Fee plan approved by the City Council on March 22, 2016.  If necessary, PRM will return to the City Council with a request for appropriations offset by fee revenue.  Future Project maintenance costs are estimated at $10,000 per year from the General Fund (GF) in the Parks, Recreation and Marine Department (PR), and will need to be addressed as part of the annual budget development process.  The recommended action will result in a positive impact on jobs, although the exact number is unknown at this time.
