Woolley & Associates, Inc., of Tustin, CA, Contract No. 34129 with Johnson-Frank & Associates, Inc., of Anaheim, CA, and Contract No. 34136 with Towill, Inc., of Costa Mesa, CA, for as-needed surveying services, to extend the contract terms for an additional one-year period through December 31, 2022.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 34135 with D. Woolley & Associates, Inc., Contract No. 34129 with Johnson-Frank & Associates, Inc. and Contract No. 34136 with Towill, Inc., to extend the term of the contracts to December 31, 2022, for as-needed surveying services.

 

On November 17, 2015, the City Council adopted Specifications No. RFQ PW15-152 and awarded contracts to D. Woolley & Associates, Inc., Johnson-Frank & Associates, Inc., and Towill, Inc., for as-needed professional surveying services, for a total aggregate amount not to exceed $6,000,000 for a period of three years, with the option to renew for two additional one-year terms. These firms provide professional as-needed surveying services for the delivery of preliminary design surveys, construction staking, control surveys, global positioning surveys (GPS), levels, and subdivision map checking services for various City Departments, including Public Works, Development Services, Airport, Energy Resources, and Parks, Recreation and Marine.

 

On October 6, 2020, City Council extended the above contracts for a one-year period. The current contracts expire December 31, 2021, and the City has exhausted all extensions permitted in the contracts. Extending the term an additional year will ensure continuity of contracted deliverables while the procurement for the next set of on-call professional surveying services contracts is underway. The procurement process has been negatively impacted by the pandemic and the requested action will provide adequate time for staff to complete the procurement process without an interruption to services.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on June 20, 2021, Business Services Bureau Manager on June 10, 2021, and by Budget Management Officer Rhutu Amin Gharib on June 23, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on July 13, 2021, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action will extend the contract terms for a one-year period, through December 31, 2022. The aggregate contract authority for as-needed surveying services will remain the current amount not to exceed of $6,000,000. Expenditures during the extended one-year term cannot be projected at this time. There is no additional appropriation increase requested at this time. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
