DISCUSSION
On March 8, 2005, ARINC, Incorporated (ARINC) was awarded a contract for the construction of improvements to the Long Beach Airport's security access control system. The improvements included access control, intrusion detection, emergency telephone and notification systems, alarm and event annunciation, expanded closed circuit television (CCTV) surveillance, digital video storage intelligent video analytics, improved gate control and enhanced personnel badging. The improvements have been made, and the system has been fully functional since early 2006.
 
The Transportation Security Administration (TSA), under the direction of the Department of Homeland Security, is responsible for security of all Airports and, under federal law, provides passenger and checked baggage security screening at the Long Beach Airport. The TSA has identified areas that require additional CCTV cameras to enhance airport security, resolve claims, assist law enforcement and obtain better situational awareness of the airport for all users.
 
TSA has a program called Closed Circuit TV for Airports (CCTVAP) Program, which provides funding on a first-come, first-served basis to airport authorities who want to participate to leverage existing video systems at airports to support the TSA's needs. The program focuses on those airports that agree to design, install and subsequently maintain views of baggage areas and passenger checkpoints, in addition to video storage equipment, under the terms and conditions set forth in an Other Transaction Agreement (OTA). It connects to and supplements the existing airport owned and operated video system, and promotes the sharing of information between the TSA and the Airport.
 
The TSA desires to contract with the City of Long Beach for engineering, project management and construction services, based on the City's ability to complete the TSA requirement for additional CCTV cameras, including actual contract and airport costs. The Airport will initially front the project costs and then obtain reimbursements from the TSA.
 
The Airport's current CCTV system is proprietary to ARINC and a five-year agreement for system upgrade and maintenance has been in place since September 2007. It is for this reason that the Airport desires to contract with ARINC to design and install the additional CCTV cameras for an estimated cost of approximately $350,000. A 15 percent contingency of $52,500 is requested, in anticipation of a possible reconfiguration of the TSA passenger screening areas in the north and south hold rooms.
 
This matter was reviewed by Deputy City Attorney Richard F. Anthony on December 17, 2008, and by Budget Management Officer Victoria Bell on December 18, 2008.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on January 6, 2009, in order to authorize commencement of this project in a timely manner.
 
FISCAL IMPACT
No fiscal impact is anticipated to the Airport Enterprise Fund, since the TSA reimbursement agreement will be executed prior to entering into a contract to install the cameras. The OTA will permit reimbursement, as funds are available, for all of the approved expenditures incurred within the scope defined by the OT A. An appropriation increase of $450,000 is required in the Airport Enterprise Fund (EF 320) in the Long Beach Airport Department (AP) to cover the cost of construction, 15 percent contingency and Airport and Public Works Department staff costs associated with managing the project.
