DISCUSSION

On August 20, 2019, the City Council adopted Specifications No. RFP PW18-106 and awarded contracts to AECOM Technical Services, Inc., AndersonPenna Partners, Inc., BKF Engineers, GHD, Inc., Onward Engineering, Rick Engineering Company, and Stantec Consulting Services, Inc., for as-needed street design services for a three-year term, with the option to extend for two additional one-year periods, for a total aggregate amount not to exceed $10,000,000. 

 

Since the original approval of these contracts, the City has delivered numerous projects requiring civil engineering street design services. These projects range from streetscape enhancement projects, intersection improvements, bicycle boulevard and gap closure projects, traffic calming improvements, pavement rehabilitation on arterial and local streets, parkway and median improvement projects, traffic signal upgrades, and other pedestrian improvement or multimodal transportation projects. The demand for as-needed street design services has increased since the City received additional funding from Measure A, Measure M, Senate Bill 1, and numerous Los Angeles County Transportation Improvement Program (TIP) and Active Transportation Program (ATP) grants. This has resulted in a significant increase of approved street improvement projects that require timely implementation. Additional contract authority is needed to deliver these projects and will also help accommodate any additional project demand that may results if the City receives additional infrastructure stimulus funds from State or federal sources. 

 

This matter was reviewed by Deputy City Attorney Erin Weesner-Mckinley on July 15, 2021, Business Services Bureau Manager Tara Mortensen on July 13, 2021, and by Budget Management Officer Rhutu Amin Gharib on July 26, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on August 10, 2021, to ensure continued timely delivery of as-needed street design services for street improvement projects.

 

FISCAL IMPACT

The requested action will increase the aggregate contract amount for as-needed street design services by $20,000,000, for a total aggregate contract amount not to exceed $30,000,000. There is no appropriation increase requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will potentially have a positive impact on the local job market.
