TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35531 with Anser Advisory, LLC (formerly DBA Simplus Management LLC), of Santa Ana, CA, to provide construction management services for the Phase II Terminal Area Improvements at the Long Beach Airport, to increase the contract amount by $3,900,000, for a revised contract amount not to exceed $11,385,343; and

 

Increase appropriations in the Airport Fund Group in the Airport Department by $3,900,000, offset by funds available.  (District 4,5)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35531 with Anser Advisory, LLC (Anser), to increase the contract amount by $3,900,000, for a new total amount of $11,385,343, to provide construction management services for the Phase II (Phase II) Terminal Area Improvements at the Long Beach Airport (Airport).

 

On May 12, 2020, the City Council adopted Resolution No. RES-20-0061 and awarded Contract No. 35531 to Anser to continue providing construction management services for the Phase II at the Airport, in the amount of $3,947,343, for a period of three years, with options to renew for two additional one-year periods.  Anser was providing preliminary services via an on-call contract with the City of Long Beach (City) following a competitive bid process by the Department of Public Works.

 

On September 7, 2021, the City Council authorized an amendment to Contract No. 35531 to increase the contract authority by $3,538,000 to continue providing construction management services for Phase II.  This authorization would be sufficient to continue services through the fourth quarter of 2022.  To date, the Airport has completed the Checked Baggage Inspection System facility and Ticketing Lobby, which commenced operations on May 4, 2022.  The Airport is nearing completion of the Baggage Claim facility, associated hardscaped areas, and has commenced preliminary renovations to the Historic Terminal.

 

The re-sequencing of Phase II due to impacts of the COVID-19 pandemic necessitates an amendment to increase the contract authority to allow for continued construction management services through the second quarter of 2024 to complete the remaining project components; rehabilitation of the historic terminal, relocation of rental car services into the historic terminal, and pre-security concessions, restrooms and enhancement of the meter/greeter plaza.  The Airport continues to evaluate economic conditions to ensure operations remain consistent and continuation of Phase II remains viable.

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35531 is requested on December 6, 2022, to maintain continuous construction management services for Phase II.

 

FISCAL IMPACT

The requested amendment increases the contract authority with Anser by $3,900,000, for a revised contract amount not to exceed $11,385,343.  All other terms and conditions of the contract remain the same.  An appropriation increase in the amount of $3,900,000 is requested in the Airport Fund Group in the Airport Department, offset by funds available.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The continuation of this contract is anticipated to have a positive impact on the local job market.
