TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 33519 with Walters Wholesale Electric Company, of Long Beach, CA, and Contract No. 33518 with Consolidated Electrical Distributors, Inc., of Los Angeles, CA, for furnishing and delivering as-needed electrical supplies, and extend the term of the contracts to September 30, 2022.  (Citywide)

 

DISCUSSION

City Council approval is requested to extend Contract No. 33519 with Walters Wholesale Electric Company (Walters) and Contract No. 33518 with Consolidated Electric Distributors, Inc. (Consolidated), to continue purchasing essential as-needed electrical supplies. The unexpected impacts created by the COVID-19 pandemic have reduced the capacity and ability of City of Long Beach (City) staff to prepare and release a formal Invitation to Bid (ITB). The contract extensions will provide time to complete the formal solicitation in accordance with the City’s procurement policies.

 

On August 16, 2016, the City Council awarded contracts to Walters and Consolidated for furnishing and delivering as-needed electrical supplies. The terms of these contracts ended on November 30, 2021.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on January 18, 2022, Business Services Bureau Manager Tara Mortensen on January 11, 2022, and by Revenue Management Officer Geraldine Alejo on January 24, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Contracts No. 33519 and No. 33518 is requested on February 8, 2022, to allow for uninterrupted and timely purchasing of as-needed electrical supplies.

 

FISCAL IMPACT

The requested amendments will extend the term of each contract to September 30, 2022. No additional contract authority is requested as part of these amendments. Sufficient appropriation is budgeted across various departments and funds. The recommendation has no staffing impact beyond the normal budget scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support of our local economy by assisting in the preservation of employment for 34 full-time employees residing in Long Beach.
