TITLE
Recommendation to adopt specifications No. PA-00406; and award contract to 911 Vehicle for providing miscellaneous parts and the installation of ten mobile radio communication computer terminals for ten replacement fire pumper trucks, in the amount of $184,977 including tax, with the option of increasing the contract ten percent if funds are available. (Citywide)
DISCUSSION
City Council approval is being requested to enter into a contract for providing miscellaneous parts and the installation of ten mobile radio communication computer terminals into ten replacement fire pumper trucks, which were approved for purchase on April 19,2005. The pumper trucks were ordered and are currently ready for delivery to the City. The pumper trucks require the installation of radio communication equipment before being placed into service for the Fire Department. The radio equipment has been acquired by the Technology Services Department at a cost of approximately $120,000. The contract with 911 Vehicle is for providing miscellaneous parts and the installation of the radio equipment.
The bid was advertised on October 27, 2005, and 105 potential bidders specializing in providing electronic components parts and installation were notified: nine are Minorityowned Business Enterprises (MBEs), twelve are Women-owned Business Enterprises (WBEs) and five are Long Beach businesses. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.Ibpurchasing.orq. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 32 local, minority and women's groups. Bids were opened on November I0, 2005. 91 1 Vehicle, of Anaheim, California, was the lowest responsible bidder.
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on October 27, 2005 and Budget Management Officer David Wodynski on November 14,2005.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-00406 and award the contract is requested concurrently on November 22,2005 to ensure that the replacement fire engines can be placed into service as soon as possible. The replacement of existing fire engines will provide a more reliable and efficient fleet of frontline and reserve fire units. Downtime and costs of repairs will be reduced and the availability of fire engines for calls for service and mutual aid response will be enhanced.
FISCAL IMPACT
The estimated cost of $1 84,977 for miscellaneous parts and installation is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW). The City will have the option of adding expenditures up to ten percent above the contract amount if funds are available.
