TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents, and any subsequent amendments, with Public Health Foundation Enterprises, Inc., for the enhancement of mosquito surveillance and public outreach related to the Zika virus, to receive and expend grant funding in the amount of $90,000, for the period of April 1, 2017 through July 31, 2018; and
Increase appropriations in the amount of $46,700 in the Health Fund (SR 130) in the Health and Human Services Department (HE). (Citywide)
DISCUSSION
The City of Long Beach Health and Human Services Department (Health Department) has been awarded one-time funding through the Local Vector Control Agency Zika Response Resources grant, in the amount of $90,000. The grant is administered through Public Health Foundation Enterprises, Inc. (PHFE), on behalf of the California Department of Public Health (CDPH), with original funding from the U.S. Centers for Disease Control and Prevention (CDC).
The grant will fund three program areas: a) temporary personnel to enhance mosquito surveillance activities, b) specialized mosquito traps targeting the invasive Aedes aegypti and Aedes albopictus (“Aedes”) mosquitos, which carry and spread the Zika virus; and, c) a public outreach and education campaign to increase awareness about preventing the local transmission of Zika virus. The Health Department will utilize the grant-funded personnel and surveillance traps to enhance its ability to detect the presence of Aedes mosquitos in Long Beach. While Aedes mosquitos have not been detected in Long Beach, they have been detected in many neighboring and nearby communities throughout the Los Angeles and Orange Counties.
The public outreach and education program will be focused on raising the public’s awareness of measures to prevent mosquito bites and the growth of mosquito breeding sources. Informational brochures will be distributed via mail and door-to-door.
This matter was reviewed by Deputy City Attorney Linda T. Vu on March 29, 2017 and by Revenue Management Officer Geraldine Alejo on April 6, 2017.
TIMING CONSIDERATIONS
City Council action is requested on May 2, 2017.
FISCAL IMPACT
The City is eligible to receive reimbursement up to $90,000 for the grant period of April 1, 2017 through July 31, 2018. Of the total grant amount, $43,300 is currently appropriated in the Health Fund (SR 130) in the Health and Human Services Department (HE). An appropriation increase for the balance of $46,700 is requested in the Health Fund (SR 130) in the Health and Human Services Department (HE), offset by grant reimbursement revenue. The grant has no match or in-kind service requirement. The Department will request a non-career position, funded by the grant, to facilitate and support the program activities.
