TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary with Central Parking System, Inc., of Los Angeles, CA, for the lease of 170 parking spaces at the parking garage at 101 Magnolia Avenue, for a total amount not to exceed $550,800, for a period of three years. (District 1)
DISCUSSION
City Council approval is requested to enter into an agreement with Central Parking System, Inc. (Central Parking), to provide monthly leased parking at the parking garage at 101 Magnolia Avenue, to accommodate increased parking needs.
The Civic Center project was approved in April 2016. Since then, additional demands have impacted parking resources. Through Measure A funding, the Police Department deployed South Division Patrol, adding 100 sworn and non-sworn employees stationed at Police Headquarters, who utilize the Broadway Parking Garage. While this is a positive addition to the City’s law enforcement efforts, it has created additional challenges in providing adequate parking for the public and City employees.
On December 11, 2018, the City Council awarded a contract to W.M. Klorman Construction Corporation (Klorman), for design-build services for a parking structure on the surface parking lot adjacent to the Police Headquarters building to support parking needs for the City’s public safety fleet and staff vehicles. The construction is anticipated to break ground early 2020 and will displace approximately 71 staff and City fleet vehicles.
To address the parking demand, staff has identified offsite parking availability at the Governor George Deukmejian Courthouse parking garage at 101 Magnolia Avenue as a short-term solution. This location allows for close proximity between staff parking assignments and work location within the existing and future Civic Center campus.

TIMING CONSIDERATIONS
City Council action is requested on June 18, 2019, to ensure the agreement is in place expeditiously.
FISCAL IMPACT
The total contract cost for the lease of 170 parking spaces will not exceed $550,880 over the three-year term. During the first year, the monthly cost is $85 per space. In year two, the monthly cost per space will increase to $90, and in year three, the monthly cost per space will increase to $95. Sufficient budget for the first year is appropriated in the Civic Center Fund Group in the Public Works Department. If needed, appropriation for subsequent years will be requested through the annual budget process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
