TITLE
Recommendation to authorize City Manager, or designee, to amend Contract No. 34497 with AECOM Technical Services, Inc., dba AECOM, of Orange, CA, for the preparation of a Climate Action and Adaptation Plan, to increase the amount by $313,464, for a revised contract amount not to exceed $727,141; extend the term for an additional one-year period through January 8, 2020; and
Increase appropriations in the Development Services Fund (EF 337) in the Development Services Department (DV) by $313,464, offset by funds available. (Citywide)
DISCUSSION
City Council action is requested to amend Contract No. 34497 with AECOM Technical Services, Inc. (AECOM), by increasing the contract amount by $313,464, which includes a 10 percent contingency of $28,497, and extending the contract term by one year.
On December 13, 2016, the City Council adopted Specifications No. RFP DV16-149 and awarded a contract to AECOM to develop a comprehensive Climate Action and Adaptation Plan (Plan) that will address specific needs relevant to the City of Long Beach (City). The Plan will establish a framework to reduce greenhouse gas (GHG) emissions, address the potential impacts of climate change, and set feasible implementation strategies for adaptation to climate change impacts.
Presently, AECOM has completed scheduled tasks as outlined in the contract, including developing a draft community engagement plan, facilitating working group meetings, initiating the GHG inventory, and writing a draft vulnerability assessment. An initial review of these draft analyses has prompted the necessity to expand the existing scope of work to include additional outreach activities, further examination of the draft vulnerability assessment, and the addition of economic analysis tasks related to the Plan.
This matter was reviewed by Deputy City Attorney Linda T. Vu on February 12, 2018 and by Budget Analysis Officer Julissa Jose-Murray on February 22, 2018.
SUSTAINABILITY
The City is obligated under AB 32 (the California Global Warming Solutions Act of 2006), SB 375 (the Sustainable Communities and Climate Protection Act of 2008), and various California Executive Orders to reduce GHG emissions. Generally, a statewide target aims to reduce emissions to 1990 levels by 2020, 50 percent below 1990 levels by 2030, and 80 percent below 1990 levels by 2050. The Plan will allow the City to achieve these obligations for GHG emission reductions by providing a roadmap for integrating strategies into City objectives, planning documents, and legislative updates.
TIMING CONSIDERATIONS
City Council action is requested on March 13, 2018, to ensure the continuity of the preparation of the Plan.
FISCAL IMPACT
The requested action extends the contract term for an additional one-year period ending on January 8, 2020, and increases contract authority by $313,464, for a revised contract amount not to exceed $727,141. The amendment to this contract will allow for the completion of the amended scope of work needed for outreach, assessments, and economic research. This expense is not currently appropriated. Therefore, an appropriation increase in the Development Services Fund (EF 337) in the Development Services Department (DV) in the amount of $313,464 is requested, offset by funds available. There is no local job impact associated with this recommendation.
