TITLE
Recommendation to authorize City Manager to execute all documents with the County of Los Angeles to receive funds totaling $243,100 to operate a Summer Youth Work Experience Program that will assist approximately 187 youth, ages 14-24; increase appropriations in the Community Development Grants Fund (SR 150) in the Department of Human Resources (HR) by $200,000; and execute any needed subsequent amendments. (Citywide)
DISCUSSION
The Los Angeles County of Board of Supervisors authorized funding for the seven L.A. County Workforce Investment Boards and other Service Providers to continue facilitating this year's summer youth employment opportunities for qualifying youth. The Summer Youth Work Experience Program (SYWEP) is designed to provide paid work experience opportunities and work readiness skills to qualified youth. Eligible youth may work an average of 100 hours during the summer months, while earning skills, experience, and wages. The County recently notified Pacific Gateway that it is to receive a contract for $243,100 to serve approximately 187 eligible youth for the 2013 SYWEP. Eligible populations will include youth from low-income families and those connected to the probation, foster and/or public assistance systems, with a majority being recipients of cash aid under California Work Opportunity & Responsibility to Kids (CalWORKs).
The County will help facilitate youth outreach, deploying an automated database solution for Pacific Gateway to utilize for enrollments. Pacific Gateway will lead work site development efforts across its four cities, and will be responsible for work readiness training, quality assurance oversight, payroll, and case management of the trainees.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on May 8, 2013 and by Budget Management Officer Victoria Bell on May 15, 2013.
TIMING CONSIDERATIONS
City Council action is requested on June 4, 2013, in order to facilitate processing of required documents.
FISCAL IMPACT
The SYWEP grant of $243,100 is funded by the Workforce Investment Act, and $43,100 of the grant amount is currently budgeted in the Community Development Grants Fund (SR 150) in the Department of Human Resources (HR). An appropriation increase for the remaining $200,000 that is not budgeted is requested as a part of the recommended action. No City matching funds are required. Approval of this item will result in placement of approximately 187 youth into temporary employment.
