TITLE
Recommendation to authorize City Manager to execute any and all documents necessary to enter into an agreement with Airports Council International - North America to host the 2015 ACI-NA Annual Conference and Exhibition.  (District 5)
 
DISCUSSION
With the opening of the new Concourse at the Long Beach Airport (LGB), it is important to refocus the attention of the aviation world back on the City of Long Beach.  LGB recently competed against other larger airports and cities and was selected to host the Annual Airports Council International - North America (ACI-NA) Conference for 2015.  The ACI-NA is a worldwide organization that brings aviation leaders together including airlines, airports, corporate and general aviation representatives, along with the Federal Aviation Administration (FAA), Department of Homeland Security (DHS), Transportation Security Administration (TSA) and their top national management.   
 
The Long Beach Convention & Visitors Bureau (CVB) has partnered with the Long Beach Airport to host this event.  According to the CVB, the economic benefit associated with this conference is expected to exceed $4.69 million for the Long Beach area.  The ACI-NA conference is scheduled for September 30 through October 8, 2015, to be held at the Long Beach Convention Center, and will draw over 2,000 attendees.  As part of the agreement, LGB is required to host the closing night event the year prior to the 2015 convention and staff a booth at the event.  For the conference, the ACI-NA is responsible for planning and execution of the event.  LGB commits to pay for the costs of the 2014 closing night event, provide a coordinator, staff, volunteers, and support as needed.
 
This matter was reviewed by Deputy City Linda T. Vu on August 13, 2013 and Budget Management Officer Victoria Bell on August 23, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on September 10, 2013, in order to execute the agreement in a timely fashion.
 
FISCAL IMPACT
Hosting the conference will require a $155,000 payment to ACI-NA.  There is no impact to the General Fund; sufficient funds are included in the FY 14 in the Airport Enterprise Fund (EF 320). The FAA classifies this as an acceptable expenditure.  Approval of this recommendation will have a positive local job impact.
