Recommendation to authorize City Manager, or designee, to amend Contracts Nos. 34160, 34243, 34161, 34133, and 34167 with Dr. Maryam Abdelnaby, of Torrance, CA, Dr. Melvin Webb, of Seal Beach, CA, Dr. Sophia Momand, of Rancho Palos Verdes, CA, Decton, Inc., of Encinitas, CA, and American Correctional Solutions, Inc., of Irvine, CA, respectively, for providing jail inmate physician and relief nursing services, to increase the annual aggregate amount by $310,000, for a total aggregate annual amount not to exceed $910,000.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend existing contracts with Dr. Maryam Abdelnaby, Dr. Melvin Webb, Dr. Sophia Momand, Decton, Inc., and American Correctional Solutions, Inc., for providing jail inmate physician and relief nursing services. 

 

On October 13, 2015, the City Council awarded contracts for jail inmate physician and relief nursing services in an annual aggregate amount not to exceed $600,000, for a period of two years, with the option to renew for two additional one-year periods.  However, in this current second year of the contracts, jail inmate physician and relief nursing services costs will exceed the annual contractual authority by $310,000.  Additional funds for the current year and subsequent renewals are requested. 

 

Jail inmate physician and relief nursing services are necessary to be in compliance with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which indicates the requirements and responsibilities for jail health care services, such as ensuring the provision of emergency and basic health care services are available to all inmates at all times.  Multiple on-site medical providers are necessary to avoid any disruption in services.  Due to the complexity and volume of needed services, additional hours are required for the jail health care staff to make certain appropriate levels of service are provided.  Additional hours are also necessary due to two vacant budgeted nurse positions in the Long Beach Police Department’s Jail.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on May 18, 2017 and by Budget Management Officer Rhutu Amin Gharib on May 25, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on June 20, 2017, to ensure the contracts are in place expeditiously.

 

FISCAL IMPACT

Costs for the current term of the contracts, expiring September 1, 2017, may not exceed $600,000.  The recommended action amends the current contracts by $310,000 for a revised total aggregate annual amount not to exceed $910,000.  Sufficient funds are budgeted in the General Fund (GF) in the Police Department (PD). There is no local job impact associated with this recommendation.
