DISCUSSION

City Council approval is requested to enter into a contract with the City of Los Angeles, Economic and Workforce Development Department (EWDD), to accept and expend funding for Pacific Gateway Workforce Innovation Network (Pacific Gateway), San Pedro-based Harbor Gateway YouthSource Center (Center) to provide eligible at-risk youth and young adults between the ages of 14-24 with subsidized work experience, foundational workplace skills, and connections to the labor force in service areas through the Los Angeles County Youth@Work Program, Work Based Learning (WBL).

 

Pacific Gateway administers the federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City of Long Beach (City). These funds support various employment and educational training programs through the WorkPlace, Harbor Gateway WorkSource Center, Harbor YouthSource Center, Youth Opportunity Center (YOC), and partnerships with selected community organizations. These programs assist job seekers in acquiring skills leading to employment in high-demand occupations by local employers.

 

Pacific Gateway operates the Center on behalf of the communities surrounding the Los Angeles Harbor under a contract with the City of Los Angeles. That Center functions similarly to other Pacific Gateway job centers by providing employment assistance to youth and young adults and partnering with businesses to meet their workforce needs.  Through this partnership, EWDD and Pacific Gateway aims to create job opportunities for young people in Long Beach and the Harbor area of Los Angeles.

 

This contract with the City of Los Angeles and its Workforce Development Board continues to bridge strategies, allowing the neighboring communities of Long Beach and Los Angeles to work together to tap into regional employment opportunities, including those of the Harbor area and its twin ports. Under this contract, the City will receive $286,631 in reimbursement revenue for services delivered through September 30, 2022.

 

This matter was reviewed by Deputy City Attorney Monica Kilaita on September 28, 2022 and by Budget Operations and Development Officer Rhutu Amin Gharib on October 3, 2022.

 

TIMING CONSIDERATIONS

City Council action is requested on October 18, 2022, to facilitate the processing of required documents.

 

FISCAL IMPACT

Pacific Gateway will receive grant reimbursement revenue for services delivered in an amount not to exceed $286,631 for the period of July 1, 2022, through September 30, 2022. Sufficient funds are currently budgeted in the Community Development Grants Fund Group in the Economic Development Department. These funds will supplement programs currently operated by Pacific Gateway, and no City match or in-kind service is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will result in education and employment preparation, placement, and retention services for program participants.
