TITLE

Recommendation to authorize City Manager to increase Blanket Purchase Order Agreement No. BPPW15000016 with Pacific Rim Automation, Inc., of Huntington Beach, CA, for as-needed City-owned storm drain pump station telemetry, monitoring, and electrical/control equipment services by $105,000, for a total amount not to exceed $200,000; and extend the term to April 30, 2016, or until a new agreement is executed, whichever occurs first.  (Citywide)

 

DISCUSSION

The City is responsible for the operation and maintenance of 24 pump stations located throughout the City. Monitoring of the pump stations is done remotely through a Supervisory Control and Data Acquisition (SCADA) telemetry system that has the capability of providing system alarms and remote control of the pumps. The SCADA system must be monitored on a 24-hour basis and alarms responded to in a timely manner. In addition, system software must be upgraded on a regular basis, and pump control equipment and electrical systems must be serviced every 30 days to ensure pumps remain operable. The City does not have the resources to perform these specialized services and has historically relied on outside contractors.

 

On August 16, 2011, the City Council authorized the City Manager to execute an agreement with Pacific Rim Automation, Inc. (Pacific Rim), to provide storm drain system services for a three-year term that expired on September 30,2014. Pacific Rim designed the hardware and software systems of the City's storm drain pump system and has been the sole maintenance provider of the system since 1992. Maintenance includes telemetry, monitoring, electrical and control equipment inspection, and as-needed repairs.

 

The Public Works Department expended the total authorized amount of this agreement before the end of the term (September 30, 2014). An interim blanket purchase order in the amount of $95,000 extended Pacific Rim's services to September 30, 2015; however, with the approaching exceptional"EI Nino" storm season, Public Works is requesting to extend the term of the current agreement to April 30, 2016, or until a new agreement is executed, whichever occurs first, and to increase the contract .authortty 9y$1 05,000 to cover the extension. Pacific Rim has agreed to continue to provide service at the current rate for the duration of the extension. During that time, a new long-term agreement will be negotiated and submitted for City Council approval.

 

This matter was reviewed by Deputy City Attorney Linda Vu on September 10,2015, and by Budget Management Officer Victoria Bell on September 3, 2015.

 

TIMING CONSIDERATIONS

City Council action to extend the term and approve additional funding to the interim blanket purchase order is requested on September 22, 2015, so that the City is able to receive the system monitoring and monthly maintenance and testing services required for maintaining the integrity of the storm drain system. This interim agreement will provide for uninterrupted services and gives the City the ability to respond to rain events and unforeseen incidences.

 

FISCAL IMPACT

The revised total Purchase Order amount will not exceed $200,000. Sufficient funds are budgeted in the General Fund (GF) in the Public Works Department (PW). There is no local job impact associated with this recommendation.
