TITLE

Consent to the establishment of College Park Drive Bridge over Los Coyotes Channel as part of the System of Highways of Los Angeles County; and
 
Authorize City Manager to execute a Memorandum of Understanding with the City of Seal Beach regarding administrative details of the temporary grant.  (District 3)
 
DISCUSSION
Following the Loma Prieta earthquake in October 1989, emergency legislation known as Senate Bill 36X was enacted. The law requires that all existing publicly owned bridges in California be inspected and that those found to have a seismic structural deficiency be upgraded and retrofitted to conform to specific structural standards. The bill further provides for the County of Los Angeles to be the lead agency for inspecting and retrofitting all non-state highway bridges within the County.
 
A temporary transfer of jurisdiction is required to enable the County to administer the seismic retrofit project for the subject bridge. The College Park Drive Bridge lies partly within Long Beach and partly within Seal Beach. Before Long Beach can properly transfer the necessary jurisdiction for the total bridge to the County, it must first accept the jurisdiction for the portion of the bridge within Seal Beach.
 
The Seal Beach City Council approved the temporary grant of jurisdiction to Long Beach for this purpose at its meeting of April 14, 2008.
 
The proposed resolution will establish the subject bridge as part of the County System of Highways for the purpose of performing the seismic retrofit work.
 
Deputy City Attorney Amy R. Burton prepared the subject resolution and Memorandum of Understanding on April 7, 2008. This matter was reviewed by Budget Management Officer Victoria Bell on March 7, 2008.
 
TIMING CONSIDERATIONS
City Council action on April 15, 2008, will allow commencement of this project by the Los Angeles County Department of Public Works.
 
FISCAL IMPACT
The bridge seismic retrofit work will be fully funded by Federal HBRR and State Proposition 1 B Funds allocated to Los Angeles County. There is no fiscal impact to the City of Long Beach.
