TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to apply for up to $350,000 in grant funds through the California Department of Resources Recycling and Recovery Rubberized Pavement Grant Program, for use of Rubberized Asphalt Concrete.  (Citywide)

 

DISCUSSION

CalRecycle offers the Rubberized Grant Program seventh cycle (TRP7) to promote the use of rubberized pavement products derived from recycled California-generated waste tires.  Under the grant program, cities are eligible for reimbursement of the cost differential between conventional asphalt and asphalt made with recycled rubber tires.  The maximum grant amount is $350,000 and applies to paving projects initiated after grant notification (estimated to be January 2017), and completed by April 1, 2019.  The City already uses rubberized asphalt on most of its street resurfacing projects, and this grant offers an opportunity for reimbursement for a portion of the project costs.  The grant application requires the adoption of the attached Resolution, which must be submitted to CalRecycle.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on September 21, 2016 and by Revenue Management Officer Julissa José-Murray on September 28, 2016.

 

SUSTAINABILITY

 

Using rubberized asphalt on street resurfacing projects diverts from landfills up to three tires per ton of asphalt used.  With typical projects placing hundreds of tons of asphalt, the number of tires that get diverted and re-used can be significant.

TIMING CONSIDERATIONS

City Council action on this matter is requested on October 18, 2016, to ensure that the City meets the grant application deadline of October 26, 2016.

 

FISCAL IMPACT

Should the grant application be successful, the City could be reimbursed up to $350,000 in costs associated with the use of rubberized asphalt pavement on its street resurfacing projects.  There is no match requirement for this grant.  If the City is awarded the grant, staff will return to the City Council for an increase in appropriation. There is no local job impact associated with this recommendation.
