TITLE
Recommendation to request City Attorney to prepare an amendment to Section 10.14.020 of the Long Beach Municipal Code, adding a new subsection to convert the Willow Street service road between Josie Avenue and a point 500 feet west of Josie Avenue to a one-way street westbound. (District 5)
DISCUSSION
The Traffic Engineering Division received a request from Emerson Parkside Academy Charter School for the conversion of the Willow Street Service Road between Josie Avenue and a point 500 feet west of Josie Avenue from a two-way to a one-way street in the westbound direction. Congestion has been occurring on this portion of the service road during morning arrival and afternoon dismissal periods at Emerson Parkside Academy due to parked vehicles, school buses and the loading and unloading of passengers along the service road. The aforementioned activity occurring on school days and the relatively narrow width of the service road has hindered two-way circulation. The proposed one-way westbound operation on the service road will provide for a more efficient, safer circulation pattern of school traffic.
Staff has reviewed this proposal and determined that the proposed one-way operation will have no adverse effects on traffic circulation or safety and, therefore, has no objections to this proposal. In addition, a review of this proposal by other applicable City departments and service providers, including the Long Beach Unified School District, did not disclose any expected adverse impacts on their respective operations.

FISCAL IMPACT
The cost of labor and materials for the installation of traffic controls in order to implement the proposed one-way operation is estimated at $750. Sufficient funds are budgeted in the General Fund (GP) in the Department of Public Works (PW) to support this activity.
