DISCUSSION

City Council approval is requested to enter into contracts with Landscape Structures, Inc. The first contract for outdoor fitness equipment and the second contract for the playground and water play equipment, with both contracts including installation, surfacing, site furnishing, and related products and services on an as-needed basis.

 

The Contracts and Grants Division within the Public Works Department researched procurement options for as-needed playground and outdoor fitness equipment, installation, surfacing, site furnishing, and related products and services, and discovered that other agencies had completed an open, fair, transparent, and competitive procurement process. The City of Long Beach (City) reviewed the cooperative agreement options and determined that the contracts between Sourcewell and Landscape Structures, Inc., provided the best value to the City.

 

Landscape Structures, Inc., was selected based on its competitive pricing, service level, and breadth of product offerings. Landscape Structures, Inc., offers a diverse range of turn-key designs, manufacturing, and installation options for playground and outdoor fitness equipment to achieve the City’s goal of ensuring public spaces are opportunities for connection, learning, and movement.

 

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis, when authorized by a Resolution adopted by the City Council.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on June 1, 2023, Purchasing Agent Michelle Wilson on May 25, 2023, and by Budget Management Officer Nader Kaamoush on June 28, 2023.

 

TIMING CONSIDERATIONS

City Council action to adopt Resolutions and award the contracts concurrently is requested on June 20, 2023, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total annual aggregate amount of the contracts will not exceed $5,000,000. Funding for these services will be covered by a combination of sources, including Measure A, State and County Park grants, CPRS playground grants, General Fund, Capital Projects Fund, and other funding sources as they become available and appropriated for projects. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
