TITLE
Recommendation to adopt Plans and Specifications No. R-6690 for the improvement of Los Coyotes Diagonal from Studebaker Road to Carson Street; and authorize City Manager to execute a contract with All American Asphalt, the lowest responsible bidder, in an estimated amount of $320,849 plus a 15 percent contingency amount, if necessary.  (District 5)
 
DISCUSSION
 
The infrastructure on Los Coyotes Diagonal from Studebaker Road to Carson Street is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; constructing a catch basin, connector pipe and manhole; trimming and root pruning trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint. A vicinity map of the area is attached.
 
City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite implementation of this project. The project was advertised for bid on March 8, 2008, and the bids were opened on April 11, 2008. Information regarding All American Asphalt is provided on the attached contract awards document.
 
This matter was reviewed by Deputy City Attorney Linda Trang on May 2, 2008, and by Budget Management Officer Victoria Bell on May 5, 2008. In accordance with the California Environmental Quality Act, Categorical Exemption No. CEP-204-05 has been issued for this project.
 
SUSTAINABILITY
 
The project will include the installation of debris deflectors, and trash/bacteria filter inserts into catch basins located along this stretch of roadway to treat and improve the quality of the storm water runoff water from these streets.
 
In addition, all of the old asphalt material to be removed under this contract (1,000 tons) will be recycled into new asphalt or utilized as base material on other street projects.  This equates to 700 times the tons of trash disposed by a typical Long Beach family over a one-year period.
 
The street will be resurfaced with asphalt containing up to 15 percent recycled material as well as recycled rubber from old tires. It is estimated that up to 1700 tires will be recycled through the use of rubberized asphalt in this project.
 
Finally, 50 tons of road base made from recycled concrete, rock, sand, and asphalt will be utilized in this project and all concrete work will include recycled waste ash diverting these materials from our landfills.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on May 20, 2008, to authorize commencement of this Public Works project. Construction is anticipated to begin in August 2008 and should take approximately 35 working days.
 
FISCAL IMPACT
The contract award is for an estimated amount of $320,849 plus a 15 percent contingency amount of $48,127, if necessary. Sufficient funds to cover the contract are budgeted in the Transportation Fund (SR 182) in the Department of Public Works (PW).  The funding source is Proposition C.
