TITLE

DISCUSSION
The City of Long Beach intends to provide access to public water transportation by replacing an existing deteriorated timber (two-float) docking system with a new two-float docking system at Belmont Veterans Memorial Pier. The proposed project, which includes the construction of an ADA-compliant gangway access system, will provide for the construction of a floating dock designated for the exclusive use of the Aqualink water taxi service and another dock for public use. The project site is located at the east wing of the Belmont Veterans Memorial Pier. A vicinity map of the area is attached.
 
City Council adoption of the plans and specifications and award of contract are being recommended concurrently to expedite project implementation. The project was advertised for bids on October 10, 2008, and bids were opened on November 12, 2008. Information regarding the bid and Dutra Construction is shown on the attached contract award document.
 
This matter was reviewed by Deputy City Attorney Linda Trang on January 23, 2009 and Budget Management Officer Victoria Bell on February 10, 2009.
 
SUSTAINABILITY
 
Approval of the proposed docking system will increase public access to the Belmont Veterans Memorial Pier and its surroundings. In addition to providing convenient docking facilities for public use, the new improvements will provide the Aqualink water taxi service with a transitional link between downtown Long Beach and Alamitos Bay. Because of the lack of adequate landing at the Belmont Veterans Memorial Pier, the Aqualink currently bypasses the Belmont Shore area as it transports passengers back-and-forth between the eastern and western ends of Long Beach. The Aqualink currently provides service at the Queen Mary, Aquarium of the Pacific and Alamitos Bay Landing.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 3, 2009, to allow commencement of this project. Construction is anticipated to begin in April 2009 and take approximately 180 working days to complete.
 
FISCAL IMPACT
Sufficient funds to cover the contract are budgeted in the Transportation Fund (SR 182 Proposition A) and the Traffic Mitigation Program (CP 201) in the Department of Public Works (PW).
