TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement and any subsequent amendments with the State of California Department of Health Care Services, in a total amount not to exceed $775,740, to provide HIV/AIDS Surveillance for the period July 1, 2016 through June 30, 2019.  (Citywide)

 

DISCUSSION

As a local health jurisdiction, the City of Long Beach Health and Human Services Department (Health Department) continues to be significantly impacted by HIV/AIDS.  In response, the Health Department receives HIV/AIDS funding from the State of California Department of Health Care Services to enhance active and passive HIV/AIDS case surveillance, improve the timeliness, accuracy, and reliability of local HIV/AIDS case data, and investigate reported HIV/AIDS cases in order to establish an accurate mode of HIV transmission.  The Surveillance Program yields epidemiological data useful for policy and program development.  This data is particularly effective when appropriately analyzed and interpreted, combined with other relevant data, and widely disseminated.  Local and State planning work groups rely on and utilize the data for needed assessments and plans of action.  The State uses this data to assess prevention needs and to develop a statewide HIV prevention plan.  Also, AIDS case data serves as the basis for allocating federal funds to California under Title II of the Comprehensive AIDS Resources Emergency (CARE) Act and for the State’s allocation of these funds to local consortia.  This funding will enhance our ability to track and compile HIV/AIDS case data.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on September 23, 2016 and by Budget Analysis Officer Rhutu Amin Gharib on  September 28, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on October 18, 2016, as services have been provided under all of the programs related to the agreement since July 1, 2016; the City will be unable to recover any of the related costs until the agreement is approved.  Implementation of this contract was not possible in July 2016, due to delays at the State level.

 

FISCAL IMPACT

The City will receive grant revenues up to $775,740 for the three year period from July 1, 2016 to June 30, 2019.  Sufficient funds are currently appropriated in the Health Fund (SR 130) in the Health and Human Services Department (HE) for the first year of the program, which is estimated at $258,580.  Subsequent years’ appropriation will be requested as part of the annual budget development process.  No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
