TITLE
Recommendation to authorize City Manager, or his designee, to accept the easement deed for street widening purposes at 2180 Obispo Avenue, and adopt and accept the mitigated negative declaration.  (District 4)    
 
DISCUSSION
The Long Beach Unified School District (District) is in the process of constructing Richard Browning High School at 2180 Obispo Avenue.  When significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development.  For the construction of this high school, the dedication of additional right-of-way width is recommended to address an increase in vehicular traffic volume, sidewalk mobility concerns, and to satisfy bus stop and ADA requirements.  The easements to be dedicated are shown on the attachment.
 
The proposed project is a new thematic high school that focuses on preparing students for careers in culinary arts and the food services industry.  It includes the construction of six two-story buildings to accommodate up to 1,450 students.  The total on-site building area is approximately 137,000 square feet.  Five buildings would accommodate both classrooms and administrative offices, and one building would house the school gymnasium.  Also, the school would include surface parking, playfields, and other typical school amenities.  Primary access to the site would be from Hill Street, with bus access on Obispo Avenue.  In addition, sidewalks would be added to the west side of Redondo Avenue, the south side of Hill Street, and the east side of Obispo Avenue.
 
The customary investigation was conducted involving public utilities and interested City Departments, and there were no objections to the proposed grant of easements.  In conformance with the California Environmental Quality Act, the District adopted a Mitigated Negative Declaration for this project on July 11, 2003.
 
This matter was reviewed by Deputy City Attorney Linda Vu on May 21, 2015 and by Budget Management Officer Victoria Bell on May 12, 2015.
            
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A dedication processing fee of $1,232 was deposited into the General Fund (GF) in the Public Works Department (PW).  There is no local job impact associated with this recommendation.
 
SUGGESTED ACTION
Approve recommendation.
