TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary agreements and any subsequent amendments between the City of Long Beach and the County of Los Angeles to accept a 12-month no-cost extension, through July 30, 2011, for the Public Health Emergency Response Program to support local H1N1 Influenza Preparedness and Response Activities. (Citywide)
DISCUSSION
On October 13, 2009, City Council approved the receipt of funding from the County of Los Angeles Department of Public Health in the amount of $1,899,091 to support local H1N1 Influenza Preparedness and Response Activities in three focus areas; Mass Vaccination and Accelerated Vaccination Planning; Surveillance and Response; and a Mass Vaccination Campaign to address any remaining vaccination-related implementation gaps identified during Phase one and two. The County has now extended the funding period through July 30, 2011 to allow the department to continue H1N1 vaccination efforts and to facilitate completion and close-out of all activities. There are no additional funds being provided for the extended period.
This matter was reviewed by Deputy City Attorney Linda Trang on September 29, 2010 and by Budget Management Officer Victoria Bell on September 29, 2010.
TIMING CONSIDERATIONS
City Council action is requested on October 19, 2010 in order to continue to provide the community with H1N1 vaccinations which are included in this year's seasonal influenza vaccine.
FISCAL IMPACT
The total amount of the amended agreement is $1,899,091. No new additional funds are being provided; this is only an extension of the operating period of the original agreement. Sufficient funds are currently appropriated in the Health Fund (SR 130) and in the Department of Health and Human Services (HE) through the Fiscal Year 11 budget process. There is no City match, no impact to the General Fund, and no impact to local jobs associated with this action.
