DISCUSSION

City Council approval is requested amend the above contracts, for the delivery of as-needed construction management and inspection services, to increase contract authority by $10,000,000 and extend the term of the agreements to August 31, 2022.

 

On July 5, 2016 and August 2, 2016, the City Council awarded several agreements for construction management and inspection services as part of the adoption of Specifications No. RFQ PW16-115 for a period of three years, with the option to renew for two additional one-year terms. The City has exhausted all extensions permitted in the contracts. Extending the term one additional year will ensure the continuity of current project deliverables. While the procurement for the next set of on-call professional construction management and inspection services is currently underway, the procurement process has been negatively impacted by the COVID-19 pandemic, and the requested action will provide adequate time for staff to complete the procurement process without interruption to services.

 

These firms have committed to using small, local, or disadvantaged firms as sub-contractors on their teams, as appropriate, and provide as-needed professional construction management and inspection services for various City Departments, including Public Works, Development Services, Long Beach Airport, Long Beach Energy Resources, and Parks, Recreation and Marine.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on June 7, 2021, Business Services Bureau Manager Tara Mortensen on June 8, 2021, and by Budget Management Officer Rhutu Amin Gharib on June 17, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on August 3, 2021, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action extends the term of the agreements and increases contract authority by $10,000,000 for a revised total aggregate amount not to exceed $49,000,000. To date, City staff have authorized approximately $24 million in work under the existing construction management and inspection service agreements and is anticipating an increased need for services due to upcoming public right-of-way projects. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. Approval of this action would potentially have a positive impact on the local job market.
