TITLE

DISCUSSION
ARCO Terminal Services Corporation (ARCO) has filed an application for Facility/Pipeline Permit Supplement No. S-8-09 under Facility/Pipeline Permit P-164-88, to install approximately 50 feet of two-inch electrical conduit and a junction box for the cathodic protection of three of its pipelines. Cathodic protection is a method of using electricity to slow the corrosion of metal pipelines. The conduit will connect Lines E-31, E-32, and E-33, running east/west on the north side of Burnett Street, just west of the Long Beach Freeway, to an existing cathodic protection rectifier located on ARCO's property on the south side of Burnett Street. The route of the proposed conduit is shown on the attached vicinity map.
 
The Department of Public Works has reviewed the application and found the proposed electrical conduit to be compatible with existing installations and not an obstacle to any street use or any known proposed developments. All trenching will occur in the parkway and will not compromise street integrity. Traffic control requirements stipulated by the Traffic and Transportation Division of the Engineering Bureau will be made a part of the special conditions for the excavation permit. Liability insurance is on file and a bond for faithful performance will be processed following City Council authorization of the permit. In conformance with the California Environmental Quality Act, a statutory exemption for this installation is being processed with the County Clerk.
 
This matter was reviewed by Deputy City Attorney Linda Trang on June 15,2009 and by Budget and Performance Management Bureau Manager David Wodynski on June 16, 2009.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
An estimated annual pipeline permit fee of approximately $30 will be deposited to the General Fund (GP) in the Department of Public Works (PW).
