Discussion
The Long Beach Energy Department, Environmental Services Bureau, is requesting to enter into an annual contract for diversion of street sweeping debris to a recycling facility. The Contractor will be required to convert 95 percent of the street sweeping debris to compost or other reusable products in support of the City's Waste Reduction and Recycling Program.
 
The bid was advertised on March 24,2004, and bids were opened on April 7,2004. All bidders registered for the Purchasing Division's "e-notify" service were notified of the bid opportunity. Additionally, a weekly update of Open Bid Opportunities was sent to various local, minority, and women's groups. Sixteen potential bidders specializing in street sweeping debris removal were identified in our database; six are Long Beach businesses, five are minority-owned Business Enterprises (MBEs), and none are woman-owned business enterprises (WBEs). The bid documents were available from the Purchasing Division located on Plaza Level of City Hall and on the Purchasing Division website at www.Ibpurchasina.orq. Consolidated Disposal Services, LLC, of Santa Fe Springs, is the lowest responsible bidder.
 
The recommended vendor, Consolidated Disposal Services, LLC, will off load street sweeping debris at Bel Air Transfer Station in Long Beach. Debris will be weighed, mixed with other green waste and transferred to a processing facility that meets with the approval of the Local Enforcement Agency. The majority of green waste will be used as Alternative Daily Cover.
 
This matter was reviewed by Deputy City Attorney Donna F. Gwinn on February 26,2004 and by Budget Manager Michael Killebrew on April 15, 2004.
 
TIMING CONSIDERATIONS
 
City Council action to adopt Specifications No. PA-00104 and award the contract concurrently is requested on May 4, 2004 to ensure that a contract is in place by May 10, 2004.
 
FISCAL IMPACT
 
The cost of this contract, in the estimated amount of $450,000 annually, is budgeted in the General Fund (GP) in the Long Beach Energy Department (EN). The estimate is based on historical expenditures and reflects an 11 percent decrease from the annual amount estimated and approved in the previous contract. The City will have the option of adding expenditures up to 10 percent above the annual contract amount.
 
IT IS RECOMMENDED THAT THE CITY COUNCIL:
 
Adopt Specifications No. PA-00104 and award contract to Consolidated Disposal Services, LLC, for diversion of street sweeping debris in the estimated amount of $450,000 annually. The term of the contract will be for one year, with options for two additional one-year periods.
 
SUGGESTED ACTION
Adopt Specifications and award contract in the estimated amount of $450,000 annually,  for a term of one year, with options for two additional one-year periods.
