DISCUSSION

City Council approval is requested to amend Contract No. 35550 with Parkwood Landscape Maintenance, Inc., to continue providing landscaping services for Queensway Bay. The contract includes daily maintenance in the areas of Rainbow Harbor Marina, Rainbow Harbor Esplanade, Rainbow Lagoon, Shoreline Marina, Golden Shore, South Shore Launch Ramp, the dolphin fountain adjacent to the Aquarium of the Pacific, as well as additional sites located by Pier J, Pike Park, Alamitos Bay Marina and the Alamitos Beach playground, concession areas, and Harry Bridges Memorial Park.

 

The cost of gasoline, goods, and services have recently increased substantially as the U.S. economy has experienced the highest level of inflation in over 40 years. Parkwood Landscape Maintenance, Inc., has proposed an 3.20 percent cost increase to Contract No. 35550, which was based upon the Consumer Price Index (CPI) over the past 12-month period. An increase of 3.20 percent CPI adjustment was agreed upon for the term of July 1, 2023 to June 30, 2024.

 

On May 12, 2020, the City Council awarded a contract to Parkwood Landscape Maintenance, Inc., as part of its adoption of RFP PR19-122 for providing landscaping services for a term of three years, with the option to renew for two additional one-year periods, and a subsequent three-year term with two one-year extension options.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani and Budget Analysis Officer Greg Sorensen on June 22, 2023, and by Purchasing Agent Michelle Wilson on June 14, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35550 is requested on August 8, 2023, to ensure there is no interruption of services.

 

FISCAL IMPACT

The requested action increases the contract authority with Parkwood Landscape Maintenance, Inc. by $37,959, inclusive of a 15 percent contingency. The total annual amount of the contract will not exceed $1,224,185. Of the total contract amount, $713,359 is currently budgeted in the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department. The remaining amount of $510,826, inclusive of contingency, is currently unbudgeted and will be absorbed by department within the Tidelands Operating Fund Group and the Tidelands Area Fund Group for the current fiscal year. The Parks, Recreation and Marine Department will submit a request for appropriation in the Tidelands Operating Fund Group in the Fiscal Year 2024 budget cycle. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The continuation of this contract will provide continued support to our local economy by assisting in the preservation of 12 employees residing in Long Beach.
