DISCUSSION

In November of 2002, Los Angeles County Measure B (Preservation of Trauma Centers and Emergency Medical Services; Bioterrorism Response) (County Measure B) was approved by voters.  County Measure B authorizes the County of Los Angeles to levy a special tax on structural improvements within the County to provide funding to support the countywide system of trauma centers, emergency medical services, trauma prevention, and bioterrorism response activities.  Bioterrorism response refers to activities undertaken, directly or through contract, or coordinated by the Los Angeles County Department of Health Services, to address the medical needs of persons exposed to bioterrorist or chemical attack.

 

The purpose of County Measure B is to: (1) avoid the life-threatening shutdown of the County’s trauma network; (2) maintain and expand the trauma network countywide, while ensuring more timely response to critical and urgent medical emergencies; and, (3) respond effectively to biological and chemical terrorism.

 

On February 7, 2022, the Los Angeles County Board of Supervisors awarded the City of Long Beach (City) Health and Human Services Department (Health Department) $764,416 to fund the Regional Distribution Site (RDS), to store medication to treat persons affected by a bioterrorist or chemical attack, using unallocated County Measure B funds from Fiscal Year 2021-2022.  On April 6, 2021, the City Council authorized the lease agreement with Douglas Park Associates III, LLC, to lease office and warehouse space to be used for the RDS.  The costs for the monthly base rent and operating costs will be funded by County Measure B.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 6, 2022 and by Budget Analysis Officer Greg Sorensen on June 13, 2022.

 

TIMING CONSIDERATIONS

City Council action is requested on July 5, 2022, to execute a contract with the County of Los Angeles in a timely manner.

 

FISCAL IMPACT

The total County Measure B funding allocation will not exceed $764,416 for the period of July 1, 2022 through June 30, 2023, for the RDS office space leasing.  An appropriation increase in the amount of $764,416 is requested in the Health Fund Group in the Health and Human Services Department, offset by reimbursement grant revenues.  Any indirect costs that might not ultimately be eligible for grants funds will be funded by the Health Operating Fund, General Fund, or other eligible grant funds.  County Measure B funding does not have a match or in-kind service mandate.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
