TITLE

Recommendation to authorize City Manager, or designee, to execute the Second Amendment to Contract No. 34105 with HNTB Corporation, of Kansas City, MO, for planning and engineering consulting services for the Airfield Geometry Study Phase 2 at Long Beach Airport, to extend the contract term for an additional one-year period through November 30, 2018.  (District 5)

 

DISCUSSION

In 2011, the Long Beach Airport (Airport) began the Airfield Geometry Study Phase 1 (Study), which analyzed the airfield in terms of improving pavement geometry efficiency, enhancing safety, and preserving capacity. The Study developed several airfield layout alternatives taking these goals into consideration. On December 2, 2014, the City Council approved Alternative 3A of the Study, which includes the decommissioning of Runways 16L-34R and 16R-34L, realignment and shortening of Runway 7R-25L, and other airfield adjustments.

 

On December 9, 2014, the City Council authorized the City Manager to apply for Federal Aviation Administration (FAA) grant funds to develop a new Airport Layout Plan (ALP) and associated official maps and documents required to maintain the Airport under Airfield Geometry Study Phase 2 (ALP Update). The ALP Update, subject to the FAA’s approval, integrated the recommended changes defined under Alternative 3A.  

 

On October 20, 2015, the City Council authorized the City Manager to execute Contract No. 34105 with HNTB Corporation (HNTB), for planning and engineering consulting services for the ALP Update at the Airport, in the amount of $873,497 for one-year, including an option to extend the term for one additional year.  The First Amendment was executed on March 11, 2017, to extend the term through November 8, 2017. The contract work resulted in the ALP Update, which the FAA approved on July 6, 2017.

 

An element of the ALP Update, referred to as the Exhibit A Map (Map), needs additional research to be considered complete.  The Map is a detailed inventory of the parcels of land that are dedicated for Airport’s use, and includes information regarding each parcel’s acquisition and the source of funding.  While this document was not required as part of the ALP Update for FAA approval, it is a document the Airport must complete by statute to be deemed up-to-date.  Approximately $60,000 is currently available from the awarded FAA grant. FAA regulations stipulate that these grant funds are only eligible for specific work performed by HNTB under this contract. Due to the additional research necessary to complete the Map, an amendment to extend the term for an additional year through November 30, 2018, is necessary. 

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on January 8, 2018 and by Revenue Management Officer Geraldine Alejo on January 4, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on January 23, 2018, to allow timely completion of the ALP Update.

 

FISCAL IMPACT

The initial contract authority for this contract was $873,497.  The contract authority will remain the same.  This amendment is for an extension of time only.  Should additional contract authority be necessary, staff will request City Council approval at such time. Sufficient appropriation for this contact is budgeted in the Airport Fund (EF 320) in the Airport Department (AP).  It is anticipated that the extension of this contract will continue to have a positive impact on the local job market.
