TITLE
Recommendation to adopt Specifications No. PA-00210 Rebid and award contracts to BPR, Inc., dba Channel Islands Sidewalk Grinding, of Port Hueneme, CA, and Sunrise Concrete Cutting & Core Drilling, a Long Beach-based business, for providing concrete and asphalt cutting services, coring services, and sidewalk grinding services in the annual combined amount not to exceed $220,000, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (Citywide)
 
DISCUSSION
City Council approval is being requested to enter into Citywide contracts with BPR, Inc., for sidewalk grinding services and Sunrise Concrete Cutting & Core Drilling, for concrete, asphalt cutting, and coring services.  These contracts are utilized by various City departments including Harbor, Parks, Recreation and Marine, Public Works and Water for emergency and as-needed repairs of damaged security spikes in parking lots, electrical or water pipe projects requiring concrete cutting and coring, and smoothing of sidewalks damaged by tree roots.  Implementation of services provided by the respective vendors are independent of each other; therefore, a split award is recommended to ensure that the City is provided with the lowest possible pricing.
 
The bid was advertised in the Press-Telegram on September 21, 2010, and 839 potential bidders specializing in concrete, asphalt cutting, coring services and sidewalk grinding services were notified.  Of those bidders, 35 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups.  Eight bids were received and a public bid opening occurred on October 7, 2010.  Of those eight bidders, two were Minority-Owned Business Enterprises (MBEs); one was a Women-Owned Business Enterprise (WBEs); none were Small Business Enterprises (SBEs); and one is a Long Beach business (Local).  BPR, Inc., dba Channel Islands Sidewalk Grinding, of Port Hueneme, CA (not an MBE, WBE, SBE, or Local), and Sunrise Concrete Cutting & Core Drilling, of Long Beach, CA (Local), are the lowest responsible bidders.  
 
Local Business Outreach
 
Our outreach goal during the bid process is to encourage Long Beach businesses to take advantage of local preferences offered by the City and submit bids for City contracts.  Purchasing Division staff assists businesses with registering on the City's Bids Online database and with downloading bid specifications. Fifteen Long Beach vendors were contacted to offer local outreach, of which five downloaded the bid, and two submitted a bid.  The Purchasing Division is committed to ongoing perform outreach to local vendors to expand the bidder pool.
 
The matter was reviewed by Deputy City Attorney Amy R. Burton on December 23, 2010 and Budget Management Officer Victoria Bell on December 22, 2010.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-00210 Rebid and award contracts concurrently is requested on January 18, 2011, to ensure that the contracts are in place expeditiously.
 
FISCAL IMPACT
The cost of these contracts, in a combined estimated amount not to exceed $220,000, is budgeted by various participating City departments.  The award of this contract will provide continued support to our local economy by assisting in the employment preservation of one full-time employee residing in Long Beach.
