TITLE

Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and all necessary documents, with the Los Angeles County Sheriff’s Department, to define the framework and guidelines related to inmate lockup operations at the Governor George Deukmejian Courthouse, for a term through June 30, 2024.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a Memorandum of Understanding (MOU) with the Los Angeles County Sheriff’s Department (LASD) to define inmate lockup operations at the Governor George Deukmejian Courthouse (Deukmejian Courthouse). 

 

The LASD and the Long Beach Police Department (LBPD) work in partnership to provide care and custody of inmates at the Deukmejian Courthouse.  Some custody practices are still in place that were compatible with the facility layout of the old Long Beach Courthouse.  The Deukmejian Courthouse has new facility features that will streamline and amend LBPD custody procedures.  The MOU provides new guidelines and further defines duties and procedures to reflect the new lockup operations at the Deukmejian Courthouse.  These guidelines include defining agency jurisdiction during courthouse incidents, inmate safety checks, the handling of weapons and contraband, medical screening procedures, and procedures of handling property and paperwork.

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on March 30, 2020 and by Budget Management Officer Rhutu Amin Gharib on March 30, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on April 21, 2020, to ensure the MOU is in place expeditously.

 

FISCAL IMPACT

There is no fiscal or local impact associated with this recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
