TITLE
Recommendation to authorize City Manager to execute an agreement with the State of California, regarding the maintenance of streetscape improvements within state highway right-of-way along Pacific Coast Highway, between the Terminal Island Freeway and the Long Beach Freeway I-710.  (Districts 1,7)  
 
DISCUSSION
The Redevelopment Agency is pursuing an improvement project to construct streetscape improvements along Pacific Coast Highway, between the Terminal Island Freeway and the Long Beach Freeway (1-710). The State Department of Transportation (Caltrans) has agreed in principle to the improvements, on the condition that the City agrees to maintain the improvements constructed, except for all highway signs, paved drainage structures, and non-landscape highway appurtenance.
 
The streetscape improvements include the planting of palm trees, installation of decorative metal bollards, parkway hardscape, colored and stamped pattern concrete, decorative street lights, and replacement of handicap curb ramps, a catch basin, and median concrete curb and gutters. A vicinity map is attached as Exhibit A, and a rendering is attached as Exhibit B.
 
City Council's authorization of the Caltrans agreement, for the City to assume responsibility to maintain the improvements of the subject beautification project is being recommended. The execution of the Caltrans agreement is required before the implementation of this beautification project by the Redevelopment Agency.
 
This matter was reviewed by Deputy City Attorney Linda Trang on May 10, 2010 and by Budget Management Officer Victoria Bellon June 10, 2010.
 
SUSTAINABILITY
 
All of the old asphalt material to be removed under this contract will be recycled into new asphalt or utilized as base material on other street projects. All concrete work will include recycled waste ash, diverting these materials from our landfills. The palm trees proposed to be planted are drought tolerant, and have no need for a permanent irrigation system. The palm trees would also provide relief to the heat island effect along the state highway.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 22, 2010, to allow implementation of the project through the Redevelopment Agency. Construction is projected to begin in September 2010, and should take approximately 40 working days.
 
FISCAL IMPACT
The estimated cost to maintain the proposed hardscape and palm trees is $1,500 annually. Sufficient funds for this maintenance effort will be absorbed within the General Fund (GP) budget of the Department of Public Works (PW). There is no local job impact to the City.

Approve recommendation.
