TITLE
Recommendation to authorize City Manager to execute all necessary documents to amend the agreement with Softscape, Inc., for the Homeless Management Information System (HMIS), increasing the amount of the agreement by an amount not to exceed $40,000 for the time period of August 1, 2007 to July 31, 2008.  (Citywide)
 
DISCUSSION
The Department of Health and Human Services (Health Department) is required to have a Homeless Management Information System (HMIS) as mandated by the U.S. Department of Housing and Urban Development (HUD) for all agencies funded by the Continuum of Care Supportive Housing Program. The HMIS was launched in November of 2006 and all funded agencies will be on the system by September 2007.  This project is important to monitor program outcomes and successes. This system assists the Health Department in tracking persons who are being case managed from when they are homeless, through a point in which they are housed. This is conducted in collaboration with community-based providers of homeless services. The HMIS technology is the mechanism for tracking outcomes within the recently implemented Focus on Results (FOR) for the Homeless Services Division.
 
On August 16, 2005, the City Council authorized the City Manager to enter into a threeyear agreement with Softscape, the chosen vendor for the HMIS for the Long Beach Continuum of Care system. The City entered into a three-year contract with Softscape that was executed on November 23, 2005. Year one and two contractual milestones have been satisfied and reimbursed to the software vendor. Year three of the contract is contingent upon renewal funding from HUD to the City. The City has been awarded renewal funding for HMIS from HUD for the period of August 1, 2007 to July 31, 2008.  The Softscape Application Service Provider (ASP) model requires a subscription fee of $36,000 annually, with additional funds budgeted for software modifications, as needed.
 
This matter was reviewed by Deputy City Attorney Lori Conway on June 21, 2007 and Budget and Performance Management Bureau Manager David Wodynski on June 8, 2007.
 
TIMING CONSIDERATIONS
City Council action is requested on August 14, 2007 in order to renew subscription fees with Softscape, Inc., for the continued use of the HMIS system.
 
FISCAL IMPACT
The total amount of the amendment is $40,000 for the period of August 1, 2007 through July 31, 2008, within the existing three-year contract. Sufficient funding for this program has been secured through the U.S. Department of Housing and Urban Development and is currently appropriated in the Health Fund (SR 130) and Department of Health and Human Services (HE). There will be no impact on the General Fund.
