TITLE

Recommendation to authorize City Manager, or designee, to enter into a Memorandum of Understanding, and all other necessary documents, with the City of Signal Hill, CA, for the use of the Long Beach Police Department Jail for booking and inmate housing services, for a period of two years, with the option to renew for two additional one-year periods.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a Memorandum of Understanding (MOU) with the City of Signal Hill, CA (Signal Hill), to use the Long Beach Police Department (LBPD) Jail for the booking and housing of inmates.

 

Signal Hill has a need to use alternative jail facilities for the booking and housing of its arrested inmates. There is sufficient capacity at the LBPD Jail to accommodate the volume of Signal Hill’s booked individuals.  The MOU between Signal Hill and the City of Long Beach outlines that the Signal Hill Police Department (SHPD) will be responsible for the care and custody of a booked individual through the booking process and in the event of a medical emergency. SHPD will also be responsible for the pre-booking medical clearance and transportation of an inmate in case of immediate medical transport. Additionally, the SHPD will be responsible for all costs associated with transporting a booked inmate, including ambulance transport and costs related to medical treatment.

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on March 27, 2020 and by Budget Management Officer Rhutu Amin Gharib on March 26, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on April 21, 2020, to ensure the MOU is in place expeditously.

 

FISCAL IMPACT

It is expected that this MOU will produce an unknown amount of revenue for the General Fund Group in the Police Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
