(Citywide)
DISCUSSION
City Council approval is being requested to enter into a contract for furnishing and delivering Scott Health and Safety Products, which include self-contained breathing apparatus, air bottles, replacement parts and other related items, for the Fire Department.
The recommended contract amount includes $1,407,250 for estimated expenditures required for Homeland Security related grants and $270,625 for ongoing purchases Citywide.
On May 27,2005, seventy-two potential bidders specializing in health and safety products were notified; five are Long Beach businesses, nine are minority-owned Business Enterprises (MBE) and twelve are Woman-owned Business Enterprise (WBE). The bid was advertised on June 1, 2005. The bid document was made available from the Purchasing Division located on the Plaza level of City Hall and the Division's website at www.lbpurchasinq.orq. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to various local, minority, and women's groups. Bids were opened on June 22, 2005. Fisher Scientific Company, LLC, of Pittsburgh, PA, was the lowest responsible bidder.
This matter was reviewed by Deputy City Attorney Donna F. Gwin on May 25,2005 and by Budget Management Officer David Wodynski on June 28, 2005.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01705 and award the contract concurrently is requested on July 19, 2005 to ensure that a contract is in place expeditiously.
FISCAL IMPACT
The cost of Specifications No. PA-01705, in the estimated amount of $1,677,875 annually, is budgeted in the General Fund (GP) and in the General Grants Fund (SR 120) in the Fire Department (FD). As indicated, Homeland Security grant funds totaling $1,407,250 will partially offset the cost. The City will have the option of adding expenditures up to 10 percent above the contract amount.
