TITLE

DISCUSSION

City Council approval is requested to enter into a contract with Go2Zero Strategies, LLC (Go2Zero Strategie), for professional solid waste consulting services on an as-needed basis. The services will aid the City of Long Beach (City) in complying with Senate Bill (SB) 1383, which requires the City to provide organic waste collection services. Specifically, Go2Zero Strategies will support tracking and reporting obligations, minimizing container contamination, conducting route audits, and other duties the City assigns. By utilizing this contract, staff anticipates increased efficiency and streamlined efforts toward successfully implementing SB 1383 requirements.

 

The Public Works Department, Environmental Services Bureau, researched procurement options for professional solid waste consulting services on an as-needed basis and discovered that other agencies had completed an open, fair, transparent, and competitive procurement process. The City reviewed the contract options and determined that the contract between the City of Ontario, CA, with Go2Zero Strategies provided the best value to the City.

 

Go2Zero Strategies was selected based on its specialized experience and breadth of service offerings. Go2Zero Strategies has decades of experience in waste reduction and diversion and has proven success implementing this scope of work for other local jurisdictions. Go2Zero Strategies is also a veteran-owned and woman-owned small business. Additionally, the City is working with the California Department of Resources, Recycling & Recovery (CalRecycle) under a Corrective Action Plan with extended compliance deadlines to satisfy the requirements of SB 1383. An expedited procurement process for these services is needed for the City to meet State deadlines and avoid enforcement actions.

 

The Long Beach City Charter, Section 1802, provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis when authorized by a Resolution adopted by the City Council.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on July 13, 2023, Purchasing Agent Michelle Wilson on July 14, 2023, and by Budget Management Officer Nader Kaamoush on July 24, 2023.

 

SUSTAINABILITY

 

The Resolution and awarded contract would support compliance with California’s Short-Lived Climate Pollutant (SLCP) Reduction Strategy (SB 1383), California’s Mandatory Commercial Recycling Law (AB 341), and California’s Mandatory Commercial Organics Recycling Law (AB 1826). The Resolution and awarded contract would also support the Long Beach Climate Action Plan (LB CAP) action numbers: W-1 (Ensure compliance with state law requirements for multifamily and commercial property recycling programs), W-2 (Develop an organic waste collection program for City-serviced accounts), W-3 (Partner with private waste haulers to expand organic waste collection community-wide), and W-4 (Identify organic waste management options).

 

TIMING CONSIDERATIONS

City Council action to adopt a Resolution and award a contract concurrently is requested on August 8, 2023, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total contract amount will not exceed $200,000. Sufficient appropriation to support the contract on an as-needed basis is budgeted in the Refuse/Recycling Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
