Recommendation to authorize City Manager to execute contract amendments with three firms currently under contract for as-needed certified materials testing and inspection, and construction management services: Psomas Corporation, Totum Corporation, and Twining, Inc., to increase the aggregate total of the contract authority from $12,750,000 to $13,850,000, and to extend each contract term to January 31, 2018. (Citywide)
DISCUSSION
The City of Long Beach (City) has historically used consultants on an as-needed basis for certified materials testing and inspections, and construction management of various capital projects. This is necessary as the City’s Public Works Department (PW) does not have the capacity to provide all project services using in-house staff, particularly in specific areas of materials testing and inspection, certification, and construction management support. In addition, these services are typically used by other various City departments that have capital projects, such as the Long Beach Gas and Oil Department (GO), Parks, Recreation and Marine Department (PRM) and Airport Department (AP).
On January 4, 2011, the City Council authorized as-needed contracts with eight certified materials testing and inspections and construction management firms, for an aggregate total of $8,000,000, over an initial three-year period, with potential amendments to renew for two additional one-year terms. On January 7, 2014, the City Council approved term extensions and increased the aggregrate contract authority to $10,000,000. Most recently, on May 19, 2015, the City Council extended the term of five existing firms through January 31, 2017, and increased the aggregate total contract authority to $12,750,000.
Three firms are recommended for extension as they are currently providing these as-needed certified materials testing and inspection, and construction management services on the Ocean Boulevard (Bluff) Erosion and Enhancement Project, Naples Seawalls Repairs and the Colorado Lagoon Restoration Project. In addition, these firms also provide construction support for Major and Secondary Highways, Local Streets and various other improvement projects. It is recommended that the aggregate contract authority be increased by $1,100,000, and that the contract period for these three firms be extended January 31, 2018. A request for qualifications is now being prepared for a new list of certified materials testing and inspections, and construction management services to be issued within the next few months. However, at this time, contract authority and contract term limits is requested to be increased to continue capital projects currently underway.
This matter was reviewed by Deputy City Attorney Gary Anderson on October 13,, 2015 and by Budget Management Officer Victoria Bell on November 4, 2015.
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 1, 2015 to allow for continuous delivery of current capital improvement projects, and allow ample time to complete a Request for Qualifications, review of statements of qualifications from the responding firms, and to establish a new list of firms to provide as-needed certified materials testing and inspections, and construction management services.
FISCAL IMPACT
The requested contract authority increase of $1,100,000, for a revised aggregate total amount not to exceed $13,850,000, and term extension to January 31, 2018 is estimated based on current and anticipated projects within the Public Works, Airport, Gas and Oil and Parks, Recreation and Marine Departments.
No appropriation increase is requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. The number of jobs created by the recommended action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract period.
