Recommendation to authorize City Manager, or designee, to execute all documents and any subsequent amendments between the California Department of Public Health Tuberculosis Control Branch and the City of Long Beach to receive grant funding in the amount of $203,589, plus an allotment of up to $12,492, for a total amount of $216,081, for tuberculosis prevention and control activities for the period of July 1, 2014 through June 30, 2015. DISCUSSION
As a local health jurisdiction, the City of Long Beach Department of Health & Human Services (Health Department) receives Tuberculosis (TB) Control Local Assistance Funding to meet the critical mandate of TB control. These funds have been used to support core public health TB control through preventive therapy, diagnosis and treatment of active TB disease, and to conduct contact investigations to limit the spread of the disease. The Food, Shelter, Incentives and Enablers (FSIE) allotment is used to enhance treatment adherence, prevent homelessness, and allow the use of less restrictive alternatives that decrease or prevent the need for civil detention.
The California Department of Public Health, TB Control Branch, has granted the Health Department a base award of $203,589 and an allotment of up to $12,492 for FSIE expenditures. These funds are being awarded to carry out tuberculosis prevention and control activities for the period of July 1, 2014 through June 30, 2015.
TB is a severe health threat globally. According to the World Health Organization, approximately one-third of the world's population is infected with the bacteria that cause TB. In 2012, approximately 8.6 million people became ill with the disease and an estimated 1.3 million people died. The latest surveillance data shows that TB cases in the Long Beach health jurisdiction have been increasing. In 2012, there were 34 reported TB cases, 2,102 TB referrals and 520 TB contacts in the City of Long Beach; in 2013 there were 38 reported TB cases, 2,086 TB referrals and 2,682 TB contacts. To date in 2014, we have had 25 reported TB cases, 921 TB referrals and 534 TB contacts.
This matter was reviewed by Deputy City Attorney Amy Webber on July 21, 2014 and by Budget Management Officer Victoria Bell on July 24, 2014.
TIMING CONSIDERATIONS
City Council action is requested on August 12, 2014, to continue the program without interruption.
FISCAL IMPACT
The City will receive grant revenues in the amount of $216,081 to offset expenditures of the same amount from July 1, 2014 through June 30, 2015. Sufficient funds are included in the FY 15 Proposed Budget in the Health Fund (SR 130) in the Department of Health and Human Services (HE). No match or in-kind service mandate is required, and there is no local job impact associated with this action.
