DISCUSSION
City Council approval is being requested to enter into an annual contract for the purchase of street sweeper brooms needed to support the Department of Public Works, Environmental Services Bureau's (ESB) street sweeper program in an amount not to exceed $220,000, for a one-year period, with the option to renew for two additional one-year periods.
 
ESB operates 20 alternative-fueled Elgin street sweepers throughout the City and cleans over 150,000 miles of curbs and gutters annually.  The Fleet Services Bureau maintains, repairs and furnishes replacement sweeper brooms for these units as part of the City's fleet maintenance program.  
 
This bid for furnishing and delivering street sweeper brooms was advertised in the Press-Telegram on August 24, 2010, and 102 bidders specializing in street sweeper brooms were notified.  Of those bidders, 15 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division located on the seventh floor of City Hall and the Division's website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups.  Two Bids were received and a public bid opening occurred on September 16, 2010.  Of those two bids, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was a Small Business Enterprise (SBE), and none were Long Beach businesses (Local).  American Rotary Broom Company, Inc., of Escondido, CA (an SBE), was the lowest responsible bidder.
 
Local Business Outreach
 
Our outreach goal during the bid process is to encourage Long Beach businesses to take advantage of local preferences offered by the City and submit bids for City contracts.  We assist businesses with registering on our BidsOnLine database to download the bid specifications.  No Long Beach businesses provide street sweeper brooms.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on October 25, 2010 and Budget Management Officer Victoria Bell on October 27, 2010.
 
SUSTAINABILITY
  • Environmental benefits - The effective and continuous cleaning of the City's streets reduces the amount of contaminants emitted into the City's beaches and waterways. Discarded and used sweeper brooms can be reused or recycled by the vendor. Steel bristles on brooms no longer contain petroleum oils to prevent rust on the brushes that could leech onto roadways.
 
TIMING CONSIDERATIONS
City Council action to approve the contract with American Rotary Broom Company, Inc., on November 16, 2010 will ensure continuous street sweeping service.
 
FISCAL IMPACT
The total cost of this contract period in the amount of $220,000 is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW).  These costs are funded by user charges to the Public Works Department.  There are no local jobs impacted by this action.
