TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a vehicle demonstration agreement, and any necessary documents including subsequent amendments, with Los Angeles Truck Centers, LLC, of Whittier, CA, to demonstrate an all-electric, rear-loading refuse truck, at no cost to the City of Long Beach, for a period of 90 days, with the option to renew for two additional one-month periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into a vehicle demonstration agreement with Los Angeles Truck Centers, LLC, to demonstrate a new Crane Carrier, full battery electric refuse truck chassis, with a NewWay 16-yard rear-loader refuse truck body for a period of 90 days. The Environmental Services and Public Service Bureaus of the Public Works Department, and Parks, Recreation and Marine Department staff will be able to test the refuse truck to evaluate it for efficacy in their field operations. Their feedback will be critical for using this new technology for potential future purchases by the Fleet Services Bureau in the Financial Management Department.
Los Angeles Truck Centers is the only vendor offering an all-electric refuse truck for demonstration with the same specifications as the current trucks in use, as it is not in full production by the manufacturers. This demonstration will provide the City of Long Beach (City) with the opportunity to evaluate emerging electric vehicle technology in a heavy-duty application as well as provide suggestions to the manufacturer that can improve the refuse truck’s performance.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Anita Lakhani on June 16, 2022 and by Revenue Management Officer Geraldine Alejo on June 8, 2022.
SUSTAINABILITY
Electric vehicles do not directly produce air toxins, greenhouse gases or particulate emissions. Cleaner air is healthier for all residents, businesses and visitors to Long Beach.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and execute a vehicle demonstration agreement concurrently is requested on July 5, 2022 to ensure the agreement is in place expeditiously so that City staff may begin testing the new technology in real-world applications.
FISCAL IMPACT
Los Angeles Truck Centers will provide the all-electric refuse truck at no cost to the City during the demonstration period. Following the demonstration period, the Fleet Services Bureau will evaluate the benefits and issues experienced by City Departments using the vehicle and decide whether the purchase of this technology is a viable option for future refuse truck replacements. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
