TITLE

Recommendation to authorize City Manager, or designee, to approve an Agreement between the City of Long Beach and The Volunteer Center South Bay-Harbor-Long Beach Volunteer Center for their expertise and guidance in volunteer management and the use of their online volunteer opportunity platform in order to launch and execute the City’s upcoming inaugural “Volunteer Campaign.”  (Citywide)

 

DISCUSSION

As part of an ongoing effort to encourage and promote volunteerism in Long Beach, the City will implement a citywide volunteer service campaign (Campaign) during the Fall of 2016. This Campaign will begin on October 1, 2016 and culminate with the October 22, 2016 “National Make a Difference Day.” The Campaign will include one to three volunteer events in each City Council district. All volunteer opportunities will be open to any member of the public. 

 

The City anticipates the Campaign will engage anywhere from 3,000 to 9,000 volunteers. Volunteers will need a method to learn about the various volunteer opportunities, register for opportunities, be trained to follow all safety precautions and guidelines, and successfully complete the volunteer activities. In recognition of their long-standing history with the City, as well as their expertise in volunteer management, the City has chosen to partner with the Volunteer Center to launch and promote the Campaign and provide volunteers with the education and training necessary to participate in one or more volunteer events. In addition, the Volunteer Center will be launching a new volunteer opportunity online platform (Platform) and will enter complete data for up to 25 City-led, City-approved volunteer opportunities into the Platform.

 

This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on September 6, 2016 and by Assistant Finance Director Lea Eriksen on September 2, 2016.

 

TIMING CONSIDERATIONS

Volunteer activities for the Campaign will commence on Saturday, October 1, 2016. The City Council will need to authorize the City Manager to approve the Agreement before the start of the first opportunity. For this reason, City Council approval is requested on September 20, 2016.

 

FISCAL IMPACT

The total amount of this agreement is $3,000 and is budgeted in the General Fund (GF) in the City Manager Department (CM). This cost will be in the form of an honoraria paid to the Volunteer Center for supporting the City’s Volunteer Campaign and performance of its scope of work. This cost will be covered through existing appropriation in the City Manager’s Office.  There is no local job impact associated with this recommendation.
