TITLE

Recommendation to adopt Specifications No. ITB FS17-076 and award a contract to 911Vehicle.com, of Anaheim, CA, for the purchase and upfitting service of a Chevrolet Suburban, 4-wheel drive utility vehicle, for a total amount not to exceed $162,530, inclusive of taxes and fees.  (Citywide)

 

DISCUSSION

City Council approval is requested to purchase a new Chevrolet Suburban, 4-wheel drive utility vehicle, including upfitting services for vehicle lighting, communication equipment for emergency response and mutual aid, and built-in battalion command center.

 

This unit replaces a battalion command vehicle for the Fire Department that has reached the end of its useful service life and continued maintenance is expensive.  The additional equipment and upfitting is extensive in this type of vehicle, with the primary expense being the numerous radios necessary for communication with other emergency agencies.  This new Fire Department vehicle was approved in the FY 15 vehicle replacement plan and is fully funded.

 

The bid was advertised in the Long Beach Press-Telegram on May 10, 2017, and 642 potential bidders specializing in vehicles were notified of the bid opportunity.  Of those bidders, 12 downloaded the bid via the City’s electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.  One bid was received on June 7, 2017.  This bidder is a certified Small Business Enterprise (SBE).  911Vehicle.com, of Anaheim, CA (SBE), was the only responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids Online database to download the bid specifications.  Through outreach, 110 Long Beach vendors were notified to submit bids, of which none downloaded nor submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on June 26, 2017 and by Assistant Finance Director Lea Eriksen on June 28, 2017.

 

SUSTAINABILITY

                     

Improvements in current vehicle technology mean that this truck will operate with better fuel-efficiency and less emissions and impact on the environment than the 2004 vehicle it is replacing.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB FS17-076 and award a contract concurrently is requested on July 18, 2017, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The total cost of the contract with 911Vehicle.com will not exceed $162,530 for the vehicle and upfitting costs.  Costs for this replacement unit and upfitting have been collected through capital replacement charges to the Fire Department through the monthly Fleet MOU billing process.   There is no local job impact associated with this recommendation.
