TITLE

Increase appropriations in the Community Development Grants Fund (SR 150) in the Economic and Property Development Department (EP) by $54,839, offset by grant revenue.  (Citywide)

 

DISCUSSION

Pacific Gateway administers the Federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City.  Those funds support job training programs and business services delivered by the Career Transition Center, Harbor Gateway WorkSource Center, and selected community-based organizations to assist local residents acquire skills leading to employment in high- demand occupations with local employers.

 

The California Workforce Development Board (State Board) has established standards for certification of high-performing Local Workforce Development Boards (Local Boards).  A portion of the Governor’s discretionary fund is made available for the purpose of providing performance incentives to high-performing Local Boards.  The State Board certified 31 high-performing Local Boards, including Pacific Gateway, and those Local Boards are receiving monetary awards for the current Program Year as a result.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on June 29, 2017 and by Revenue Management Officer Julissa José-Murray on June 28, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on July 18, 2017, to facilitate processing of required documents.

 

FISCAL IMPACT

The WIOA incentive award is funded by the State of California as a pass-through agency for the U.S. Department of Labor.  Pacific Gateway will receive $54,839 in WIOA funds for the period of July 1, 2017 through June 30, 2018.  An increase in appropriations in the Community Development Grants Fund (SR 150) in the Economic and Property Development Department (EP) of $54,839 is requested to facilitate administration of the funds.  No City matching funds or in-kind services are requiredApproval of this recommendation will support continuous employment and training services to the community.
