TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35178 with Hologic, Inc., of San Diego, CA, for the continued purchase of diagnostic molecular test kits in an annual amount not to exceed $250,000, and extend the term of the contract to September 30, 2023. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 35178 with Hologic, Inc., to continue the purchase of diagnostic molecular test kits for mycobacteria species and chlamydia/gonorrhea (CT/GC) identification.
At this time, all renewal options from the September 4, 2018 City Council approval have been exhausted and an additional two-year extension is needed to be consistent with Hologic’s original agreement executed with the City of Long Beach (City) for a total contract term of five years.
The Health and Human Services Department (Health Department) Public Health Laboratory performs approximately 9,000 chlamydia tests, 7,000 gonorrhea tests, and 200 DNA mycobacteria tests each year. In addition to the Health Department's Tuberculosis Clinic and STD-Family Planning Clinic, the laboratory also provides these tests to the following fee-for-service agencies: St. Mary's Hospital, Long Beach Memorial Medical Center, College Medical Center, the University of California, San Diego (UCSD), and the University of Southern California (USC). This partnership with the different programs and agencies makes up the public health laboratory system. With the Public Health Laboratory in the lead role, system participants play an interconnected role in facilitating the exchange of information that aids in the prevention and spread of infectious diseases and public health threats.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on September 16, 2022, Purchasing Agent Michelle Wilson on September 13, 2022, and by Budget Analysis Officer Greg Sorensen on September 22, 2022.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 35178 is requested on October 11, 2022, to ensure there is no interruption to services.
FISCAL IMPACT
The total annual contract amount will not exceed $250,000 and the term of the contract will be extended to September 30, 2023. Sufficient appropriation is budgeted in the Health Fund Group in the Health and Human Services Department. The cost is offset by fee revenue generated from service agencies requesting testing. There is no local job impact associated with this recommendation.
